Probably complexity. From what I understand, the F-22 has fairly good low speed performance despite its obvious high speed design. Those nice big trapezoidal wings provide a good deal of lift.
The Powershift in Steve's '12 Ford Focus killed it's TCM (under warranty!)

Also, I can’t imagine creating a consistently stealthy radar return would be easy when you have swing wings. There would necessarily be come clearance around the base of the wings and fuselage that would be tricky to seal off from errant radar returns.
Thrust vectoring on might have something to do with it as well.
